Our main services

This Service Charter for the Directorate of Road Traffic and Safety Services (DRTSS) expresses our commitment to improving our services to you. It specifically outlines the service standards that you should expect from us, and how you can help us provide you with the best possible services.

 

Traffic management

The Diractorate is charged with administering, regulatory, provisions relating to motor vehicle administration, driver licensing administration, operator authorisation and control of permits.

Safety

The diractorate of road Traffic remain the enforcing body for matters linked to safety and permit requirements and also the jointly regulated allocation of minibus routes with MOAM

Weighbridge

In an effort to improve the effectiveness of overloading control the Directorate has strengthen the overall management and monitoring of axle load control operations through vehicle load control.

Maltis Services

Maltis is a public website that offers information that you require on the Malawi Traffic Information System. From the menu you can download application forms and access the address and contact of your nearest DRTSS.

Directorate of Road Traffic and Safety Services.

DRTSS offices across Malawi serve as an arm of the Directorate of Road Traffic and Safety Services where all vehicle and licensing related registrations are completed according to the Road Traffic Act, 1997. The offices process and control all regulatory provisions governing administration of Vehicles, Driver Licensing, Operators and Permit Control. Administration is required to ensure a safe, vibrant, reliable and sustainable Road Transport Industry.

Our Policy Towards Corruption

We have a zero tolerance stand to all forms of corruption. We have developed and are implementing a Corruption Prevention Policy. You are encouraged to report all cases of suspected corruption by our employees and clients to the IIC Chairperson or the Regional Traffic Officers or IIC members using stated contacts in this charter or stated in the Policy.

Traffic management

When conducting civic education and public awareness, we will (a) Explain to you the services offered by the department. (b) Conduct public road safety awareness through trainings, leaflets, posters, jingles, school programs, mobile screen, television and Radio Programs. (c) Communicate to the public any new development or challenges at the department through Press Releases and Notices.

Safety

When conducting, Traffic Law Enforcement, we will (a) Introduce ourselves and explain to you the reasons why your vehicle has been stopped. (b) Explain to you the vehicle defects and the driver’s shortfalls. (c) Caution you or issue you with a charge sheet with corresponding charges. (d) Explain to you the consequences of not settling the penalty.

Weighbridge

When registering Motor Dealers, we will (a) Explain to you all the requirements for eligibility and the process to be registered as a Motor Dealer. (b) Complete the inspection exercise within 5 working days from the date of application and payment of inspection fee. (c) Communicate to you in writing the results of the inspection within 5 working days.

Maltis Services – procedures n forms

When registering and licensing Motor Vehicle Inspectors we will (a) Explain to you all the requirements for eligibility and process for registering Motor Vehicle Inspectors (b) Administer theoretical examination within 1 hour after payment of assessment fees. (c) Administer practical examination at your premises within 5 working days after a successful theory assessment

Vehicle Inspection for Road Worthiness

When inspecting vehicles for road worthiness, we will (a) Explain to you the requirements and process for conducting Certificate of Fitness(COF) inspection (b) Complete the inspection of vehicles for road worthiness within 45 minutes from the time the examiner receives the booking receipt. (c) Communicate to you in writing the results of the inspection (d) Complete processing COF disc within 15 minutes

Change of Vehicle Ownership

When changing ownership of vehicles, we will (a) Explain to you the requirements and process for change of ownership. (b) Communicate to you vetting results within 2 weeks after presenting all required documents (c) Complete the process of change of ownership within 20 minutes

Issuance of Drivers Licence

When issuing a Driver’s Licence, we will (a) Explain to you all the requirements for eligibility to have a Driver’s Licence. (b) Complete an eye test within 5 minutes. (c) Complete booking process for Learner’s Licence within 10 minutes after undergoing a minimum of 20 lessons. (d) Complete the aptitude test for Learner’s Licence within 1 hour and 15 minutes 6 (e) Complete processing the Learner’s Licence within 20 minutes after successfully undergoing the aptitude test.

Upgrading a Drivers Licence Code

When upgrading a Drivers Licence code, we will (a) Explain to you all the requirements for eligibility to upgrade a Driver’s Licence code (b) Complete an eye test within 5 minutes. (c) Complete booking process for learner’s Licence within 10 minutes after undergoing a minimum of 20 lessons. (d) Complete the aptitude test for Learner’s Licence within 1 hour and 15 minutes (e) Complete processing the Learner’s Licence within 20 minutes after successfully undergoing the aptitude test.

DRTSS is responsible for the regulation of the road transport industry through traffic law enforcement, development of polices, standards and practices; and provide civic education on road safety to all road users in order to ensure well-coordinated, efficient, reliable, sustainable and safe national road transport system.
