The Directorate of Road Traffic and Safety Services (DRTSS) is an arm of the Ministry of Transport and Public Works established by an act of parliament, Road Traffic Act 1997. It is specifically mandated to manage Motor Vehicle Administration, Driver licensing Administration.By nature of its operations, the Directorate is prone to corruption and fraud, requiring policy guidelines to minimize the risks and instil a culture intolerant to corruption.This policy, therefore, was developed to curb corruption and fraud at DRTSS

Our Mission

Our mission is to regulate the road transport industry through law enforcement, development of policies, standards and practices and provide civic education in order to ensure well-coordinated, efficient, reliable and sustainable road transport safety system.

Scope of the Charter

This Charter covers the minimum general and specific standard of services on all activities offered by Directorate of Road Traffic and Safety Services to all Road Users in Malawi. Our clients include: Driving Schools, Car Hires, Transport Operators and all other stakeholders.

Our General Service Standards

a) Assist you in English and Chichewa or endeavor to find other ways of assisting you should your language be other than the two mentioned above. b) Serve you professionally. c) Positively respond to constructive suggestions and criticism to improve our service and act on them within reasonable time. d) Address your complaints relating to service delivery such as delays or suspected breaches of this charter within 14 working days of receiving the complaint. e) Integrate the use of modern technology to improve efficiency. f) Send an initial response within 3 weeks of receiving your request if you have sought information in writing from us. g) Handle all information you provide to us with confidentiality. h) Publish all our procedures for providing various services.

The Directorate of Road Traffic and Safety Services is a government department under the Ministry of Transport and Public Works and is mandated under The Road Traffic Act (1997) to manage motor vehicle administration, driving licensing administration, operator authorization and permit control, and other issues related to traffic management control.

Our Specific Service Standards

When processing Entity Enrollment, we will (a) Explain to you all the requirements for processing Entity Enrollment. (b) Complete Biometrics for natural persons within 10 minutes (c) Complete processing the Entity Enrollment within 30 minutes.


The Directorate of Road Traffic and Safety Services (DRTSS) is a regulatory arm under the Ministry of Transport and Public Works.
